How to sell your HDB flat without an agent
You can sell your HDB flat yourself. HDB says you may manage the sale on your own or engage a salesperson for a fee. Once you meet the minimum occupation period, register an Intent to Sell, wait 7 days, then grant a buyer HDB’s prescribed Option to Purchase. You and the buyer each submit your part of the resale application, and HDB completes the sale about 8 weeks after it accepts the application.

Check that you can sell
You can grant an Option to Purchase only after your minimum occupation period (MOP). The MOP is the time you must physically live in the flat, counted from the day your purchase legally completed. Time when the whole flat was rented out does not count.
- Standard and older unclassified flats: 5 years.
- Plus and Prime flats, including Prime Location Public Housing flats sold before October 2024: 10 years.
- Check your own date on MyHDB under My Flat > Purchased Flat > Flat Details and Minimum Occupation Period.
- The sale must also fit the Ethnic Integration Policy and Singapore Permanent Resident quotas for your block and neighbourhood.
Steps to sell your HDB flat yourself
- Register an Intent to Sell in My Flat Dashboard on the HDB Flat Portal. It is free and stays valid for 12 months, and it must still be valid when you grant the Option to Purchase and when you submit the resale application.
- Wait out the 7-day cooling-off period after registering. Use it to set your price from recent transacted prices nearby.
- List and market your flat. HDB’s Resale Flat Listing service lets you post one listing; only buyers with a valid HDB Flat Eligibility (HFE) letter can see your contact details or book viewings. You can also list on other channels, including Homejourney.
- Hold viewings and agree a price. If the buyer has an agent, that agent will ask you for information for their checks.
- Grant the Option to Purchase on HDB’s prescribed form, signed by every owner. The buyer pays an Option Fee of $1 to $1,000. Any other agreement about the sale is not valid under the Housing and Development Act.
- The buyer submits a Request for Value to HDB by the next working day if they use CPF savings or a housing loan. If HDB sends a valuer, let them in within 3 working days.
- The buyer exercises the option within 21 calendar days and pays the Option Exercise Fee. The Option Fee and the Option Exercise Fee together cannot exceed $5,000, and both count towards the price.
- Submit your part of the resale application. Whoever goes second must submit within 7 calendar days of the first, or the application lapses and both of you pay the fees again.
- HDB tells you within 28 working days if it accepts the application. Endorse the documents it prepares in My Flat Dashboard and pay any fees.
- Hand over the flat with vacant possession at resale completion, about 8 weeks after acceptance.
What selling costs you
- Resale application fee: $40 for a 1- or 2-room flat, $80 for a 3-room or bigger flat, including GST and not refundable. The buyer pays their own.
- Legal fees. You can appoint HDB to act for you and get its estimate, or use your own lawyer. If you still have a bank housing loan, you must use a private lawyer to redeem it.
- Your outstanding housing loan comes out of the price. If the price does not cover it, you pay the balance in cash.
- The CPF savings you used for the flat, with accrued interest, go back to your CPF account from the price. Any CPF shortfall is settled from the buyer’s cash deposit.
- No agent commission, unless you signed an exclusive agency agreement. CEA warns that you may still owe the agency commission if you sell on your own while it runs.
When you get your money
HDB credits your cash proceeds to your bank account by the next working day after completion, and refunds your CPF account within 7 to 14 working days of the completion appointment. If a private lawyer acts for you, the lawyer arranges the CPF refund.
